The grant is offered to small operations—defined by a modest employee cap—located solely within city limits and occupying commercial property that pays local property tax. Eligible recipients may include either property owners or tenants, provided tenants hold a lease of a certain minimum duration and have written support from property owners. Franchised establishments, residential properties, and exterior renovation projects are explicitly excluded.


Qualifying uses for the funds include interior improvements that facilitate a true change of use and represent capital investments—such as upgrades to electrical, plumbing, HVAC, lighting, structural elements, restrooms, flooring, energy-efficient and accessibility enhancements, and other system enhancements consistent with code. Purely cosmetic or routine maintenance work typically does not meet criteria. After completion of the project, reimbursement follows submission of documented expenses and, if applicable, a property inspection. Recipients should comply with project timelines and occupancy requirements, as there may be provisions to recover funds if improvements are removed or the property is vacated prematurely.


Overall, this grant aims to energize local neighborhoods through private investment in interiors of commercial buildings. It is designed for small-scale enterprises, either owners or occupants, operating within certain municipal boundaries, and emphasizes functional enhancements that support business launch or expansion, particularly in areas targeted for economic activation.
