Grant Overview

Building Community Resilience Hubs in North Carolina

North Carolina experiences a unique set of challenges related to climate change, particularly in terms of natural disasters such as hurricanes and flooding, which disproportionately affect underserved communities. In 2020, the state was impacted by a record 10 named storms, with many areas still recovering from the devastation. Rural and coastal communities, which tend to have fewer resources and infrastructure, face heightened vulnerability as climate events become more frequent. Approximately 14% of North Carolinians live in poverty, and many lack access to essential resources needed for disaster preparedness.

The state's diverse demographics also play a critical role in shaping its response to climate-related challenges. With a significant population of Black, Hispanic, and Indigenous residents, North Carolina must address the socio-economic disparities that persist in disaster response and recovery efforts. Historically, these communities have been underrepresented in local decision-making processes, which further complicates their ability to recover from crises and build resilience against future threats.

This funding initiative focuses on developing community resilience hubs across North Carolina to bolster disaster preparedness and climate adaptation efforts. Eligible applicants include local organizations, municipal entities, and community leaders committed to implementing renewable energy solutions and educational programs aimed at enhancing local resilience. The initiative prioritizes projects that foster equitable access to resources and strengthen community networks.

Applicants are encouraged to outline proactive strategies for community engagement that also leverage existing local knowledge and capacity. Funding may support the establishment of physical hubs that serve as resource centers for information sharing, training, and coordinating disaster response efforts. In doing so, the initiative aims to empower communities to take proactive steps in addressing climate challenges while building networks that promote collective resilience in the face of adversity.

Through this approach, North Carolina can enhance its adaptive capacity to climate-related disruptions while promoting equitable resource access for all communities. The anticipated outcomes include increased preparedness and the establishment of strong support systems for vulnerable populations. By nurturing community-driven solutions, the program seeks to foster a culture of resilience that extends beyond individual projects to encompass a statewide commitment to adaptive strategies for managing climate risks.
